We are especially indebted to Nathan Seiberg, who collaborated on and contributed to each and every aspect of this work. We would also like to thank V. Bazhanov. E. Fadeev, A. Kirillov, H. Ooguri, M. Semionov-Tian-Shansky, E. Verlinde, H. Verlinde, and E. Witten for many discussions on quantum groups and their applications to conformal field theory and Chern-Simons gauge theory. N.R. would like to thank the Institute for Advanced Study for hospitality when this work was done. This work was supported in part by DOE contract DE-AC02-76ER02220.

N2 - The vertex/IRF correspondence of solvable lattice models can be used to define a new kind of chiral vertex operator. While the definition is somewhat ad hoc the new operators have the property that they form representations of quantum groups, and conformal blocks computed with them are naturally understood as invariant tensors of quantum groups.
