Abstract
The challenging task of developing a performance based working model to offer meaningful implementation of innovative structural health monitoring (SHM) and nondestructive testing (NDT) in bridge management is discussed. Performance based engineering is defined as the integration of planning, feasibility analysis, financing, design, construction, operation, maintenance and preservation so that one may assure and guarantee that the construction will meet a set of standards. In civil performance based design, the desired performance is defined as maintaining a safe live load capacity for emergency response with a risk defined as the product of hazard, vulnerability and exposure. Applications of SHM/NDT programs to educate coordinators of performance based engineering and asset management would be effective for a performance based working. Engineers have to perform performance based hot-spot and structural/system identification to determine structural/mechanical properties and behaviors at the local, regional and global system levels.
