Abstract
Concern to ensure high standards of behaviour is by no means new. Indeed, demands for ethical conduct on the part of politicians and public officials pre-date the modern concern for the rule of law (‘Rechtsstaat’) and can be traced back at least to Greek and Roman times. These concerns have risen to prominence again in recent years largely because of a series of scandals which have prompted changes in both management and governance arrangements in the public sector (see chapters 4 and 15).
